The database, or inventory, will allow the government to make the best decisions regarding energy usage, to help:
We ask everyone who has been invited to participate to please do so. Your cooperation is vital to ensure the database accurately reflects the wide variety of energy usage across Great Britain– from shopkeepers, farmers and librarians to the military, educators and office workers.
Your participation will help bring our nation closer to our Net Zero goals.
As part of a research team lead by University College London’s Energy Institute, Winning Moves is conducting a telephone survey to learn more about non-domestic buildings. Participants in the survey will not need to know about the building’s energy use to answer the questions. We are hoping to learn basic information about the building and who uses it.
If you have been asked to participate in the telephone survey, our researchers will schedule a time that is convenient to you. Documentation is not required; we only need information that you can answer without supporting documentation. The survey will take approximately 10 minutes to complete.
Your answers will be anonymised, which means you and your building will not be identified beyond the research team.

Verco, who will be conducting the site audits, takes your privacy very seriously and are committed to protecting your personal information and the information you provide as part of this research. This privacy notice explains how we do that along with the relevant laws, registrations and standards that we adhere to.
Over many years Verco has worked to make the audit experience as simple and informative as possible for audit hosts. The following guide provides key details about what to expect before, during and after an audit visit.
The National Buildings Database is founded on more than a decade of development of building stock models at the UCL Building Stock Lab. This document explains the vital role that the telephone surveys and site audits play in ensuring the accuracy of the database.
As a host you will benefit from a visit by an experienced auditor which will result in insights that will be shared with you both during and after the audit. The value of the audit is significant. You can read about the benefits in more detail in this document.
We will need consent from the owner or occupier of the identified property to allow an energy audit to be conducted as part of the National Buildings Database. Further details of the audit, the project and what will happen to the data gathered are contained in the information sheets on this FAQs page as well as the NBD website. You will be asked to complete a consent form like this.
